About

A small firm, on purpose.

ICT Consulting is a single-member firm based outside San Antonio, Texas. The work is revenue cycle and health IT for government health programs.

Jamie Carson

Federal health revenue cycle sits between finance, clinical operations, and IT, and most of the hard problems live in the seams where no single office owns the answer. ICT Consulting takes the engagements that need one person who can read a claims extract in the morning and brief a flag officer in the afternoon.

Jamie Carson founded ICT Consulting in 2012, after a decade implementing electronic health records and the Patient-Centered Medical Home model across military treatment facilities. He has spent twenty-one years in healthcare IT, fourteen of them in federal health, most recently leading organizational change and service integration for a health informatics enterprise. The last three years have been revenue cycle: governance design, federal financial compliance, and acquisition strategy across all twenty stages of an enterprise serving more than 100 treatment facilities.

How the work goes

Engagements usually start with a question someone cannot get answered internally: why a number moved, why a report cannot be reconciled, why a fix that worked at one site failed everywhere else. The first deliverable is normally a written assessment — what is happening, what it costs, and what the realistic options are.

After that it depends. Sometimes the answer is a data specification. Sometimes it is a governance structure and a charter. Sometimes it is telling a client that the thing they asked for will not fix the thing they are worried about.
